Fishing regulations on the Kenai River change frequently — sometimes daily during peak season. ADF&G monitors escapement in real time and issues emergency orders that can restrict gear, lower bag limits, or close specific reaches of the river entirely. Understanding the regulatory framework is essential before any trip.
2026 King Salmon Closure
King salmon fishing is closed in 2026 by emergency order. In accordance with the Kenai River late-run king salmon stock of concern management plan, this closure extends to Skilak Lake and includes catch-and-release fishing from boats. Check ADF&G's daily updates for any amendments.

Critical Fish Handling & Stacking Rules
- ✓ Coho (Silver) Hooked-and-Wetted Rule: A coho salmon 16 inches or longer that is removed from the water must be retained and becomes part of your daily limit. You must not remove a coho salmon 16 inches or longer from the water before releasing it.
- ✓ Soldotna Bridge Coho Limit Rule: If you retain a bag limit of coho salmon from the Kenai River, you are prohibited from sport fishing in the Kenai River downstream from the Soldotna Bridge on that same day.
- ✓ Chum/Coho/Sockeye In-Combination Limits: Salmon daily limits are "in combination". For example, you may keep a mix of sockeye, coho, and chum salmon up to the combined daily limit, but you cannot exceed the individual species limits.
- ✓ Rainbow Trout/Dolly Varden Size Limit: Only trout and char less than 16 inches may be retained. All trophy wild trout (16" to 30"+) are catch-and-release only to preserve genetics.
- ✓ Landing Salmon: Salmon may be landed only with the aid of a landing net or by hand. The use of gaffs is strictly prohibited.
Gear & Bait Restrictions (Moose River Confluence)
Bait is highly regulated on the Kenai River to protect migrating stocks. The river is split into two primary zones at the **Moose River confluence (River Mile 36.2)**:
Lower River (RM 0 to 36.2)
Mouth upstream to Moose River confluence
- • Jan 1 – Aug 15: Only one unbaited, single-hook, artificial lure or fly is allowed.
- • Aug 16 – Nov 30: Bait and multiple hooks are allowed (except where special tributary rules override).
- • Dec 1 – Dec 31: Only one unbaited, single-hook, artificial lure or fly.
Middle River (RM 36.2 to 50)
Moose River confluence upstream to Skilak Lake outlet
- • Jan 1 – Dec 31: Only one unbaited, single-hook, artificial lure or fly is allowed year-round.
- • Bait is banned year-round in this section.
- • Single hook gap must be 3/8 inch or less.
Boating & Vessel Regulations
The Kenai River is managed as a Special Management Area by Alaska State Parks. Boat and motor rules are strictly enforced:
- → Motor Horsepower Cap: No motorized vessel may operate upstream of River Mile 4.2 (downstream of Warren Ames Bridge) with motors rating greater than 50 HP. Adding a jet unit does not change the prop-shaft rating.
- → 4-Stroke / DFI Only: All boat motors operated upstream of RM 4.2 must be either 4-stroke or direct fuel injection (DFI) engines. Traditional 2-strokes are prohibited.
- → Boat Size Limits: Boats must not exceed 21 feet in length and 106 inches in width (except on Kenai and Skilak lakes).
- → Dragging Anchor Ban: Fishing from a vessel when the anchor is dragging is strictly prohibited. If the anchor fails to hold the vessel in a fixed position, fishing must stop immediately.
- → Drift-Only Mondays: From Skilak Lake outlet to Soldotna Bridge: Mondays from May 1 to July 31 (except Memorial Day) are closed to sport fishing from motorized vessels. Motors may be used only to transport anglers to shore locations.
